Strategic Plan to Transform the Economics of Recycling in New Mexico

This landmark project for recycling in New Mexico began with a workshop designed and conducted by Ms. Chaplin engaging 70 professionals to answer the question of how to transform the economics of recycling in New Mexico.

The resulting report (PDF 700 KB) was used to gain legislative support for a Memorial that was passed in 2004 directing the development of a Strategic Plan for Recycling in New Mexico.

Both Ms Chaplin and Ms Wheeler were instrumental in this process.  In 2004 Ms Chaplin was presented with the New Mexican Recycling of the Year Award.  Ms Wheeler was also acknowledge for her contribution by being presented the same award in 2005.

Coordination of this project involved:

  • Co-chairing of a statewide coalition
  • Facilitation of meetings with representatives from industry, government and non-profit organizations
  • Facilitation of a strategic plan that lead to draft legislation and secured sponsors to carry the legislation
  • The resulting Recycling and Illegal Dumping Act was passed by the New Mexico legislature in Feb 2005
